None of the sharks in here were four feet long, though the tank could have been bigger for the inhabitants anyway.
However there were Blacktip Reef Sharks and if those were fully grown the tank would be rather small, yes. (the other sharks were Japanese Wobbegong and Epaulette Sharks)
