That was my idea also, have however to little experience with this species and the specimens I've seen sofar - jusy a few - were not so brightly colored as this one.

Having worked with this species in a zoo setting, and bred them at home, I didn't recognise this one immediately. I remember more markings around the neck, and less contrast between head and body.
I had a look at this when it was first uploaded, and I remember thinking that a Madagascar Turtle Dove was the closest match I could find, but it wasn't quite right, even for a juvenile.
As well as the neck markings and the colour mentioned by FBBird, the beak isn't quite right. I don't have my Pigeon and Dove book with me at the moment as I am currently in Australia so I can't have another check through that.
