Why the worst one? This is old pavilion. Similar pavilions of this type you can still found in some German zoo (eg pavilions for monkeys in the Zoo Berlin, Duisburg). Animals in the period from spring to autumn are the use of additional external paddocks. Currently living here: Common Squirrel Monkeys, Black and White Ruffed Lemurs, Red Ruffed Lemurs, Ring-tailed Lemurs, Allen’s Swamp Monkeys (1.1), Yellow-breasted Capuchins (1.2) and Crested Black Macaques.
The Berlin Zoo primate house is much larger, and much more acceptable than this. There are far too many species crammed into here in small cages, and its no longer appropriate. If they downsized the number of species housed here to two or three then it would be OK, but still not great.
I don't think it was the zoo's worst exhibit though, the snow leopards cage was worse - has that changed at all yet?
