I'm not completely sure to be honest. I only know what this building is because it is marked as a CITES Centre on the zoo map and there are signs from the path looking down to this that say:
Creation and maintenance of the centre of CITES in the City Zoo in Warsaw
Funding from the National Fund for Environmental Protection and Water Management
Project co-financed by the European Union from the European Regional Development Fund under the Infrastructure and Environment
You can't actually go up to the building, this picture is taken from the closest you can get to it.
I have seen birds moving in the cages around the outside, I think I have seen some sort of crows and an owl but I haven't been able to see for sure (I really should take my binoculars sometime).
