It's a leaf fish, an ambush predator which mimics a dead leaf. Presumably that's why there are oak leaves in the tank, although it doesn't really resemble them.
a South American leaf fish (Monocirrhus polyacanthus) to be precise. There are several species of leaf fish, but this is the best-looking one in my opinion.
