I think it's the stairway to the upper level of the Exotarium from the little free-flight bird area.

You are quite right. Behind the photographer is a jungle landscape with several free flying bird species.

Which begs the question, what in the world is an "exotarium?"

A multi-purpose animal house whose inhabitants are generally linked by nothing more than needing a controlled environment. Zurich's Exotarium, for instance, is a huge building including an aquarium section, reptile, amphibian and invert exhibits, a bird house, Antarctic penguin exhibit and small mammal exhibits.
