Are they not the native subspecies Uria aalge inornata?

Sorry, I don't know where Fukushima got them from. However, Niigata City Aquarium introduced 5 murres from Tokyo Sea Life Park, so I think all the murres in Fukushima came from Tokyo Sea Life Park.

@Veno where did you get this information? The JAZA listing for this species at Tokyo Sea Life Park calls their birds ssp. inornata.

A PDF issued by the Ministry of the Environment states that knowledge gained from Icelandic-origin Common Murres kept in Japanese aquariums is being applied to in-situ conservation efforts for wild populations in Hokkaido. The subspecies Uria aalge inornata differs from the nominate subspecies in that it lacks the white eye-line behind the eye during the breeding season. Additionally, the JAZA database contains many inaccuracies and is therefore unreliable.
