[CONFIRMATION NEEDED] Oriental Honey Buzzard ~ Mt. Karamatsu, Hakuba

I saw this large bird of prey soaring for a moment before disappearing into the trees. Around the same size as a black kite (though it was far away so difficult to tell). It was on a forested mountainside. I thought Oriental Honey Buzzard because of the small head, but could it be a Mountain Hawk Eagle?
