Actually, they are not as bad as they look. The baboons' exhibit could use a renovation, but the spider monkeys and ruffed lemurs have ok enclosures. At least they are roomy and offer lots of climbing possibilities.
If I remember correctly, this house was built in the 1930´s. As such it is not so bad. The indoors enclousures are actually better than the outdoors enclosures and the monkeys have free access to both.
The primate house opened in 1928, and has gone under a lot of chance since then. Originally, there were 8 outdoor enclosures and more indoors. The small tropical exhibits in the house were then used as exhibits for great apes. These now provide prime habitats for marmosets and tamarins. The house was completely renovated in 1997.
