The only time I have seen the cougars kept in there is when they get their feedings. Otherwise the cougars get to stay in the large exhibit, even at night.

The open-topped cougar exhibit is arguably the best one in the zoo, as there is thick foliage, a number of tall trees and yet the cats are not terribly difficult to spot.
I would guess they don't have any way to access the roof, as unless the picture is very deceptive, a cougar could easily clear roof over fence, or even that front fence.
