Unfortunately, yes. This was a poor, gloomy enclosure for a large group of baby crocodiles, and a single desert (Spur-thighed) Tortoise sitting in the water. I'm sure it was only temporary (even if only because the tortoise couldn't have survived long). I also doubt that all the crocodiles were there for long as they would have quickly outgrown the enclosure. Whatever the reasons for putting a tortoise in the pool of water, to say that it's an ignorant and irresponsible move is an understatement.
