the soil looks pretty dry. Perhaps the plant needs a dry period in its growth cycle? (Some plants have rest periods in the year and if watered in this time they rot and die)
Hard to tell much from a picture of course, but my interpretation is that visitors have dumped water here (is a water fountain near by?) and the plants are soaked. The small leaf in the foreground (a Calathea by the looks of it, or perhaps a Pepperomia...hard to know with no sense of scale!) appears over watered.
Or else it is an obtuse way of telling visitors to stop relieving themselves in the plantings!
