No it's fine, the fish is resting on the bottom and has folded its caudal and curved the peduncle into an arc. This is quite characteristic for a puffer: I have lots of photos of the dwarf puffers I used to keep in similar poses, even when they were spawning.
The caudal fin has been nibbled quite badly at the top, but it will probably regrow.
