Oh undoubtedly. It's certainly not free of poor enclosures entirely, but you could feasibly imagine it being in Europe with the same exhibits (it would hardly be topping people's 'best zoo' lists, but it wouldn't be shut down either, as Hanoi may well be if similarly transplanted!).
