It's quite lush inside the elephant enclosure but unfortunately I have never seen the 3 elephants walk freely inside. One reason could be that they don't have financial means to build and maintain a safe boundry between the elephants and the public.

I have only been to this zoo a few times and every time two of the elephants have been engaged in elephant rides and are not chained. The one remaining in the stable has been chained. It's only my guess that all three are chained during the night. During my last visit I saw elephant manure on some of the walking paths outside their enclosure so maybe the keepers take them for walks now and then. Unfortunately I have not been able to find anybody who can give details about how they care for the elephants.
