The Elephant House itself is a Grade II listed building (1076028 - The National Heritage List for England | English Heritage) and subject to strict protections - along with a number of other Tecton structures in the zoo and various others - including the main cafe, the sea lion pools, various carnivore exhibits, the former bird house and even the current meerkat enclosure. All of these are Grade II or II* listed - there is also one Grade I listed building (a very special designation) - the Castle itself!
It was only a year later that Scotia converted one for Cuddles, not to mention putting Dolphins in the other one! No wonder the authorities were not amused.
