Not sure of the year, but after the sad death of Gomba. The permanent fence by the moat was not an original feature - for many years it was just a straight drop (not really the right term, but I cannot think of a good one) with no protection, although the first time I saw Elephants in the new house (3 African calves) there was a temporary wooden fence in place.
