Epinephelus lanceolatus

I think it could be Epinephelus lanceolatus. Juveniles tend to have this colouration, that changes with age.
 
I think @Kakapo is right, the juveniles are often called Bumblebee Grouper for their brown/black and yellow coloration. This looks like a subadult.
