I don't know about hand-raised, but the ones I saw were tame enough to come and get food from the public. I suspect that, like many fauna parks, Dundee's gets handed it's fair share of unwanted pet birds and if they're not tame to start with with learn from watching the thers how to get a feed.
I had no bag of food, and they could see that, and all sat up in the higher branches looking down their beaks at me.
