There was zero water in a terribly bare and small exhibit, and the bull(s) were head bobbing in a tiny paddock in the back. I slammed this enclosure in my review of the Forth Worth Zoo, and they should really invest in a massive new habitat for their pachyderms.
I'm not sure how old the exhibit is, but elephants in Texan zoos are definitely getting a raw deal. Forth Worth, Dallas, El Paso and San Antonio are all in need of some major funding to renovate their elephant enclosures.
I agree, perhaps they would be more successful with breeding if they worked over their exhibits in which they would stand a better chance at inmporting new females, I can't find the last time there was an import of wild born elephant to the USA, ( not saying I'm for or against importation)
