Nice photo - you don't see Franklin's Gulls in many zoo collections! I wasn't aware of this place until just now when I looked it up. It looks like a native animal exhibit inside of a city park (Riverside Park) in Wichita. It looks very nice and their Facebook page says that they exhibit about 25 species native to Kansas.
