I would bet it's newer. I visited Heidelberg many times, I don't know exactly when it was build but especially the indoor visitor area and the indoor enclosures are 90s I guess. Of course, you're principally right, the outdoor exhibits look like 70s ^^ . Maybe they just built a new house but kept the outdoor exhibits or they kept the house and did just make look it more modern? The smaller primate exhibits (lion tamarins etc) are quite new (I guess they're from this century).
That surprises me, there were even back then enough examples of way better ape enclosures, that are still considered to be very good (apenheul, burgers zoo spring to mind)
