I believe this is one of the pelicans housed on the big lake with the Russian restaurant next to it, or perhaps one of the stilt village pelicans. In any case it is a Pairi Daiza animal that apparently is fully flighted and will fly around above the park. Belgium doesn't have wild pelicans.

I believe Avifauna also has this. A few flighted pelicans among the flightless animals, which will fly around every now and then but will always return to their flock

@Mr Gharial I indeed also saw a flying great white pelican at Avifauna in september (I have yet to process and post those images), but it wasn't flying as high as this individual at Pairi Daiza.

Avifauna also used juvenile brown pelicans in one of their bird shows.
