I don't think its a pan, but rather a tyre, although I'm not sure what Tokelauns use to cook their turtles...
It looks like a temporary holding pen created in a shallow piece of water to me. I hope it doesn't stay in there for too long, I have seen photos of turtles which have become stuck within such rubbish when they grow larger.
