I suppose that it is there in case a grizzly tumbles over the edge, and therefore a net would brace its fall. The edge of the moats in these old exhibits are quite steep and I don't think that the bears have access to any of them. Milwaukee County Zoo is packed with similar mock-rock exhibits, perhaps more so than any other zoo in America!
