For Covid the initial advice from the NHS at least was anything at least 60% alcohol would do the job (I remember noting that there was a strong rum in the pub at the time that we could have used ). Not sure if anything you might catch from or give to deer needs higher.

Initially post-lockdown, about the only source of bulk sanitizer was actually distilleries.
The comment about deer most likely goes back to the e-coli outbreak at Godstone Farm some years ago, when Local Authority Environmental Health Departments made some zoos take out gel machines (because they deemed them ineffective) and replace them with hand-washing facilities like the one shown in another Wingham photo.
