No, the Fjord & Bælt Center (aquarium) in Denmark keeps these as well. Currently 1.4 lives at the center where one of the females is the first ever harbour porpoise born and raised in captivity (born 2007).
Zootierliste also lists Fjord and Baelt Center in Denmark as having the species.
And unless things have changed, Harderwijk have more than one. When I visited some time ago they were in hospital pools - I think since the new Walrus enclosure opened the porpoises are in the old Walrus pool.

And I sem to remember (and Zootierliste backs me up here) that Harderwijk managed to breed their porpoises in 2009. All the adult porpoises in captivity are stranded and injured animals brought to rehabilitation in Harderwijk and Fjord & Bælt.

Yes, it's definitely a good thing to keep and breed them in captivity as they aren't that big so nice enclosures could be build or adapted (..to replace those boring tursiops truncatus, btw. ).
They are also "cute" enough to attract people and- the most important fact-
they're an endangered species here but people aren't aware of "tehir whale" actually disappearing because of pollution and special net fishing.
