I think so, for a single hippo its of a relatively good size, and the water is quite deep. I think the grass and weeds growing round the edges actually make it look a bit more acceptable.

You might be able to see from the bottom of this photo that there are two sets of barriers; the keepers tend to be quite strict about people going past the first set unless they pay to feed the hippo, and even that was only allowed in one corner (I've not seen visitors feeding this hippo for a long time). I guess the keepers might have just missed some people, or they might have given up on stopping visitors altogether.
