1. Concrete, not rock, which is obviously not preferable but I think reptiles are a little less affected by this than most animals would be.
2. I don't see how this is dirty. It's ugly, but actually appears to be relatively clean.
3. What does this have to do with anything??
4. Again, what's the problem? Those are very small fish and it appears as though the water is at least deep enough to allow for the turtles to submerge so it'd actually be perfectly fine for a small group of tiny fish.
Bonus point: I wouldn't be quick to even call this overcrowded. Perhaps a bit, but not too bad.
I actually don't know if I'd call this a bad set-up for a group of small to medium-sized turtles. It's not great, or even good, and it's certainly very ugly and unnaturalistic, but from what I can tell it appears to be perfectly adequate.
@thylo I think it's one of those exhibits where if you saw it in a friend's garden you'd be perfectly happy with it, but a zoo should be doing more.
This 'zoo', incidentally, was really, really bad.
