Are they feeding?
 
They are. A group of five would dive and the surface together and eat the small fishes driven to the surface. Watching the gulls gave us an idea as to where they would surface. The Captain of the boat said this group showed up about four years ago and were likely from south-east Alaska or British Columbia were the behavior is more common....apparently.
