sorry lads the closest i can say is it is a decorative variety of Dahlias, but the cultivar is a lot harder, so many look similar colour wise especially in photographs.
 
I am pretty sure it is a flower. :p

I'm no botanist but I think dahlias have same flower structure as daisies, in which case it's not a flower, but a composite inflorescence. ;)

Thank-you Dean. As I did not even know it was a Dahlia................!

I noticed the bed it was in was bare over Christmas and New Year, so I wonder what will be in there for the 2015 season?
 
They could just replant with the same dahlias PA they are a tuberous tender perennial which as long as the tubers are kept frost free they will come back year after year. Of course they shouldn't replant too often with out changing the soil. On the other hand they may have just cut back the frosted tops and left the tubers to regrow next spring as long as they have a decent soil coverage over the tubers they are remarkably tolerant of cold weather. but any new growth could be damaged by late frosts.
