The roof of this building is opaque apart from a few murky skylights. So, to let in some light whilst still enclosing the birds, they've replaced the walls with netting. This means the 'tropical' plants inside are open to the elements and now mostly dead. And because it is so exposed, the birds prefer to stay up in the rafters anyway.
