Is this dangerous or harmless?

Are Galapogos tortoises perfectly docile and harmless creatures? I don´t know and the reason that I ask is that in Copenhagen they are only restrained by a very simple fence as can be seen in this picture. There is no other barrier and any visitor can sit down and pet the tortoises when they stick their heads out through the fence, as shown in this picture. Children often do.

I suppose they could give a nasty bite.

Yes - tortoises can give a nasty bite. In general though they are docile and will normally resort to hiding rather than biting - The only time i have been bitten was when I was feeding one and it thought my finger was a dandelion leaf :D
