Yes they climb over you (as do the leopards) and yes the exhibit is subpar. This entire zoo has very low standards for cage design (though some of the hoofstock yards are nice).
When I was there in January they were finishing what looked like a brand new, pretty nice-looking Jaguar enclosure, though the animals were still restricted to this cage while work was being done. While this concept is neat, the Leopard cage concerns me. There's no double row of caging so the only barrier between guests and cat is the floor the animal walks on and it is significantly lower than the Jaguar cage, meaning a guest could reach up and touch the animal if they wanted.
