No they aren't. As they became available for at least less money, they're kept by Hobbyists in Germany. At least Leipzig zoo once had the species in it's vivarium, i thonk Hagenbeck also keeps them.
Iy's the Caiman lizard or Caiman teju ( Dracaena guianensis ).
