I don't think this is a viewing area for the aviary. It looks like it might be the same aviary as in this other photo (Aviary | ZooChat) which appears to have different points where the views are open or blocked. There could also be internal viewing?
Yes Chlidonias, you are right, it is the same aviary. The plants and scrub give the birds a lot of privecy and weather-protection, it looks nice for the visitors and evenso you are able to see the birds from several viewing-points.
