It's a walkthrough - the outer barrier is about 50% electric fence and 50% water moat (i.e. the lake!). Visitors enter through a double gate 'airlock'.
Similar designs are found at... well, pick a larger UK zoo (other than Chester) and chances are you'll find something similar for either lemurs or squirrel monkeys.

During the past year a lone the Lemurs have escaped through to the first door/gate and in the other (breeding, the males are in the walk through) group a female has escaped once but I did alert a member of staff.
I can never get enthusiastic about these exhibits. They are designed for photo opportunities, IMHO. I also feel that policing the animals' interaction with the public takes up keepers' time that might be more valuably spent elsewhere.
