As is the case in most zoos. The issue here is that there are several indoor cages housing many lions and only two outdoor enclosures, so I have no idea how they can fairly rotate the outdoor enclosures.
I don't really count the green cage as anything; I think it's a taste of the outdoors for cats in the corresponding indoor cage - but I have seen it used as a holding area in the past. In general, I'm referring to the outdoor area shown in the photo as the outdoor enclosure, and the cages inside the lion house (shown here: http://www.zoochat.com/928/cages-lion-house-116871/) as indoors.
