I'm not really sure why this is so heavy-duty - could be anti-fox/dog proofing, could be threat of vandalism or theft, could be that they just got a good deal on this particular fencing! It certainly seems rather incongruous in what is otherwise one of the more attractive of the small bird parks of the region.
