This was an unusually well-planted Meerkat enclosure! I couldn't see any Meerkats and although there was an empty food bowl inside, the enclosure didn't look like it was actually inhabited.
I'm not sure why the wall looks like it is on such a slant - I think the ground must be sloping down rather than the camera having been tilted, because the plants look vertical enough.
