Yes, the monitor is underwater. This is the first really decent exhibit for this species I've seen - it's an old crocodile enclosure. There was lots of underwater space as well as a fair amount of land area. I've seen other monitors swim before but as can be seen in this photo, these lizards were actually running on the bottom of the pond. And they also swim quite well on the surface too, just like other monitors.
