Yes. It is obviously ment to keep the visitors out because it won't stop any of the inhabitants for going into the visitor area. The marmots could just simply walk onto the path.
Sorry, I need to correct myself.
On second thought, I now remember some sort of dry moat between the path and the ground area of this enclosure... In the bottom right corner of this photo you can see a tiny bit of were the moat starts.
That will only stop the marmots though and not the birds, obviously. I didn't notice there's some netting hanging from the ceiling that could probably be used to seperate the birds from visitors.
