Note the fake trees, mesh baskets (to be covered?), straps and sway poles. I imagine more straps will be hung from the wire roof. The stairs lead to the roof of the public area, so that keepers can scatter food on the wire roof of the enclosure. The keeper also have access at ground level under the public area.
