@Arizona Docent This one was in the pond next to my house. I see Muskrat with some regularity in my area, I know around 10 places with a fair chance of seeing one!
I had an experience with a muskrat, just last week, I got to see it in a similar situation as this, gnawing away at water foliage. I was about to whip out my camera (which luckily I had on me) and sadly, One of the people around me Sneezed, and It scared the Muskrat and it dived for it. I was honestly really disappointed, since I never have been able to take a photo of this species. Oh well, can't blame someone for sneezing.
