This viewing area looks very post-Pittsburgh.

in November 2012 at the Pittsburgh Zoo a child fell from a viewing platform into the enclosure containing Cape hunting dogs, and was killed. Zooplantman was suggesting that the platform in this photo was originally an open view, but the fence was added after the Pittsburgh incident.

Merely a guess because I was wondering the same as Animal

it seems a logical conclusion. The fence appears to butt directly against the wooden railings so looks like a later addition.
