Yes and the thing is I am not sure why they are adding it. The existing rock underneath it was at just the right height for most adults to see over. The new rock will obstruct the view even for tall people like myself. As you can see from the height of the railing on either side it is not needed to keep the bear in (the moat accomplishes that). Just an odd choice.
