I went out this morning (American holiday) and it was uncovered. So maybe they only cover it up during the night openings?

I believe that's true. When I was there the exhibit was uncovered, but the night time events hadn't yet started.

On a side note, I feel this exhibit is not really ideal for a heron. Ideally something with a little more height would be better for it, perhaps custom built near the riparian zone. This exhibit would have been better served with birds such as cinnamon teal and gallinules. I have also read a proposal to move the burrowing owl in with the prairie dogs, and convert the old prairie dog exhibit (with the metal vultures) and the burrowing owl exhibits into spaces for turkey vulture and crested caracara. On my visit the snake exhibits in this zone were under renovation.
