Quite a small exhibit for two polar bears. There is another section the same as the one in the photo that the bears can access but it is still quite small compared to some other much better exhibits at this zoo.

I completely agree and in my opinion this is the worst exhibit in the zoo. I have often seen some enrichment such as pumpkins floating in the water and balls to play with but still a terrible exhibit.
Certainly not the best exhibit, but there are many worse than this (but they just look less shabby due to better paint jobs). And it does have grass. But hopefully a bigger, more naturalistic exhibit will be built in time.
The design is rather "modernistic", but not really that different from many older bear exhibits in terms of what's actually in the exhibit for them.

Is the Snow Leopard cage still in use? This was definitely the worst exhibit when I visited a few years ago - although the bear enclosures were also bad.

I don't know where the snow leopards have been but they are in a terrible cage near the far side of the zoo so I assume that they are in the same place. I think the snow leopard cage is slightly better than the polar bears' purely because it looks more natural than the bears' concrete dominated exhibit but as far as for the animals I would say the snow leopards enclosure is just as bad, if not worse than the one for the bears.
If the snow leopards are in the same cage they were when I visited in 1999 (and again in 2002), then this is the one that used to house the sloth bears prior to transfer to ZSL.
