from another earlier photo I think (unfortunately) this is another male(?) foal like the last one. I don't know if its the same mother though as they added two more females to form a group not long ago.
I can't really tell the foal's sex from my photos, but I can't disagree. I only saw one other mare, who looked quite round (there may have been other(s) in the stables). I think the stallion was separated, and he may have been the onager I saw in the distant holding area behind the kudu paddock.
The previous foal, now grown up use to be in there. ISIS listing now indicates he has left though. They originally just had a pair. Last year there were two more females added- from their behaviour they could have been a mother/daughter twosome.
Looks like you are correct. ISIS lists Chester with 1.3 and Whipsnade with only 1.2
The Whipsnade listing also indicates the young male born there a couple of years back has been moved (?), while this new foal hasn't been recorded yet.
