Falco peregrinus (peregrinator?)

Labelled simply as \'Peregrine\'; the rufous chest suggests peregrinator but it\'s hard to make out the black mask of a Peregrine so if anyone has any alternative suggestions let me know! Might just be the untidy feathers but it doesn\'t look right somehow.

To be honest, if it weren't for the sign I'm not sure I'd have even considered Peregrine! I certainly wouldn't say a honey buzzard was impossible.

I've always thought the head looks Woodpigeon-like, especially in overhead flight; appears in flight to have a longer neck than your average raptor. The apparent feathered lores on this bird more or less clinch it as Pernis sp.
 
Thanks all! Pernis ptilorhynchus (Oriental Honey Buzzard) looks to be the consensus.
